Go outside and wait 1 hour, everyone should appear in the road. Start the quest at the Temple of Union, Hannibal states that everything is ready to go and they will move out in a hour. Here is how I did the quest to get around this bug. You will have them wait and the "clearing" of the monument doesn't register. This 3rd option does not work anymore so you cannot do that. The problem with the quest now is that when you meet up with Hannibal at the mall NW you have 3 options, you can attack with them, you can defend but they still attack anyway, or you can have them wait there and you'll clear the monument area. After experimenting with it a few times here is what I did to make it work hope this all works for you. It didn't used to have this bug it worked as normal in early gameplay but recently at some point a patch or something (maybe even the unofficial patch?) messed it up.
This is a new bug that was introduced a while ago.
